I stumbled over this staff and I just don??t really know what to make of it

It seems to have a little bit of everything and it??s not max

what could I sell it for? Not all too much, or what do you think?

It is max, And it is probably not worth anything. Either of the mods could be worth something, though.

Yeah... try using an expert salvage kit on it.
You could get around 3-4k for the insightfull staffhead+5
